Why these 6 states don



Six states including Rajasthan, Himachal Pradesh, Haryana, Madhya Pradesh, Chhattisgarh, and Telangana have requested the regulator to not approve any more engineering colleges in their state. All India Council for Technical Education (AICTE) has reportedly accepted the suggestions of four states.

The state government does not want any more engineering institutes in their state due to the vacant seats in the existing colleges. Engineering courses make up 70% of all technical education courses in the country. Considering the trend of vacant seats and the tactics followed by engineering institutes, the state governments have sent the suggestion to AICTE. 

The suggestion to AICTE requests the regulator to not approve proposals of new engineering colleges int else states from 2018, the states have also requested to impose a temporary ban on capacity expansion of the existing institutes. Out of 15.5 lakh BE/B.Tech course seats, 51% were reported vacant in 2016-17. The AICTE data suggests that there are 3,291 established and active engineering colleges in the country. 

Out of the six states that sent the suggestion, AICTE has accepted the request of four states – Chhattisgarh, Rajasthan, Haryana, and Telangana. Anil Sahasrabudhe, the AICTE Chairman said that the approvals to new institutes will only be given considering the views of these states. He said, “Himachal Pradesh and Madhya Pradesh have simply asked us to not permit any new institutes. This isn’t good enough. Haryana, Chhattisgarh, Rajasthan, and Telangana have backed their plea with reasons and even with a perspective plan. So we have asked the two states (MP and HP) to do the same for us to consider their request.”

The AICTE data suggests that Madhya Pradesh has 98,247 engineering seats, out of which 58% were vacant in the last academic year. Himachal Pradesh has 7,830 approved seats, out of which 74% were vacant. The situation is worse in Haryana as well, approx 74% seats were vacant in the last year. AICTE has estimated that almost 70% seats will be vacant in Haryana even in the current academic year. The state government of Haryana has suggested AICTE to not permit an increase in the seats in established engineering institutes.



In a letter to AICTE, the technical education department of Haryana writes, “The students passed out from these institutions remain unemployed due to lack of skill resulting in great loss to the society. Institutions have lower admissions below a threshold for the last three years may be closed in order to ensure good quality training to students. However, the institutions established by the government of India/state government in future having a built-in quality mechanism and sufficient resources may be allowed to be opened.”

While Telangana state is suffering from vacant engineering seats, the state has asked the regulator to make an exception only for educationally backward districts. The state has 1.4 lakh engineering seats, out of with 47% seats were reported vacant in the last academic year. The state government of Telangana wants AICTE to also review B.Pharm and MBA/MCA institutions.
